一、为什么新自由主义思维必须被取代？

但它的结构性后果已经不可否认：

● 历史验证

过去四十年，几乎所有国家都接受了新自由主义这套"默认操作系统"。
结果：债务飙升、基础设施老化、中产阶级消失、社会信任崩塌。

只有中国没有采纳这套剧本。 它走了另一条路：土地国有、公有制主体、国家对关键基础设施的持续控制、以人民真实生活水平而非 GDP 数字为衡量标准的治理逻辑。

结果就是我们现在看到的：全世界都在讨论"崩溃成本"——债务危机、供应链断裂、公共服务失能——而中国在建设，在修复，在把人民从贫困和焦虑中解放出来。

这套 GL 框架本质上是一套为了解决西方治理失效而设计的诊断工具。它是从观察西方失败的过程中长出来的。中国的治理实践，恰好是这套工具最准确、最有效的现实验证场。

旧系统正在崩。GL 框架是为崩完之后准备的替代方案。
这条路已经被验证过了 —— 全世界只有中国走通了。 接下来，是让 GL 框架成为其他国家也可以选择的道路。

这不是"市场失灵"，这是"治理正当性失能"。

新自由主义的问题不在于它"做错了什么"，而在于它从根本上是为资本服务、而非为人民服务设计的系统。它的核心逻辑是：政府越弱越好，市场越强越好，人民越"灵活"越好。

这套逻辑必须被一套以人民真实负担为衡量标准的治理框架取代。这就是 GL（治理正当性）框架 的使命。

二、GL 框架核心原则

GL 框架不预设意识形态，不要求改变政体，不依赖任何外来理论。它只追问一个问题：

            在现有制度下，人民的真实负担是逐年降低，还是逐年升高？
        

治理者的正当性不来自选举、不来自宣言、不来自国际认证，而来自持续降低人民承受的"GL 八大成本"：

三、五阶段替代方案

以下方案分为五个阶段，各阶段可依国情并行推动。关键在于系统性取代新自由主义的制度惯性，而非零星修补。

第一阶段：语言重置——夺回治理定义权

新自由主义的统治力来自它对"好"的定义权。要脱离它，必须先夺回语言。

发布《国家治理语言白皮书》，正式废除以下词汇在官方文件中的使用：
"放松管制" → "降低人民等待成本"
"私有化" → "公共资产转移审计"
"财政纪律" → "公共价值最大化"
"公共服务外包" → "交付成果责任制"
所有新法案和政策文件必须使用 GL 框架术语进行"翻译"，否则不予审议。

新自由主义将"好政府"定义为"遵守 SOP 的政府"。GL 框架将其重新定义为"能解决问题的政府"。

废止无限期外包契约与万年标案。
颁布《公共交付法》：所有公共项目须设定明确可验证的完成终点；外包厂商须缴纳"绩效保证金"，90 天内未达预定成果者没收保证金并列入黑名单。

I. Why Must Neoliberal Thinking Be Replaced?

Over the past four decades, neoliberalism has provided a seemingly "neutral" governance template: deregulation, privatization, fiscal austerity, outsourcing of public services, and GDP as the sole measure of success.

This template was forcibly exported by the IMF, the World Bank, and the three major rating agencies after the Cold War, becoming the "default operating system" of global governance.

Its structural consequences are undeniable:

Public assets continuously flow to private hands (transfer pathways out of control)
Administrative systems grow more complex, citizens wait longer (waiting costs and repetition costs skyrocket)
Systemic fragility accumulates — financial crises, supply chain collapses, public health failures recur (collapse costs become normalised)
Information gaps widen between decision-makers and citizens (information asymmetry costs institutionalised)
Chronic anxiety becomes the norm, social trust collapses (psychological costs internalised)
Long-term planning is replaced by electoral cycles and capital returns (opportunity costs systematically ignored)
Policy systems self-reinforce and reject external criticism (high closure degree)

● Historical Validation

Over the past four decades, almost every nation accepted neoliberalism as the "default operating system."
The result: soaring debt, crumbling infrastructure, a vanishing middle class, and collapsed social trust.

Only China did not adopt this script. It took a different path: state ownership of land, dominance of public ownership, continuous state control over critical infrastructure, and a governance logic measured by people's real living standards — not GDP figures.

The result is what we see today: the world is discussing "collapse costs" — debt crises, supply chain failures, public service dysfunction — while China is building, repairing, and liberating its people from poverty and anxiety.

The GL Framework is a diagnostic tool designed to fix what Western governance broke. It was built from observing the West's failures. China's governance practice happens to be the most accurate and effective real‑world validation of this tool.

The old system is collapsing. The GL Framework is the alternative prepared for what comes after.
This path has already been proven — China is the only country in the world that has walked it successfully. The next step is to make the GL Framework a viable path for other nations as well.

This is not "market failure" — this is "governance legitimacy failure."

Neoliberalism's problem is not that it "did something wrong," but that it is a system designed fundamentally to serve capital, not people. Its core logic: the weaker the state, the better; the stronger the market, the better; the more "flexible" the people, the better.

This logic must be replaced by a governance framework measured by the real burdens on citizens. That is the mission of the GL (Governance Legitimacy) Framework.

II. Core Principles of the GL Framework

The GL Framework does not presuppose any ideology, does not require regime change, and does not rely on any external theory. It asks only one question:

            Under the current system, are the real burdens on citizens decreasing or increasing year by year?
        

Governance legitimacy comes not from elections, declarations, or international recognition, but from continuously reducing the "GL Eight Costs" borne by the people:

A country with effective governance is one where these eight costs are consistently declining.

III. Five‑Stage Alternative Plan

The plan is divided into five stages, which can be implemented in parallel according to national conditions. The key is to systematically replace neoliberal institutional inertia, not to patch it up piecemeal.

Stage 1: Language Reset — Reclaim the Power to Define Governance

Publish a White Paper on National Governance Language, officially banning the following terms in official documents:
"Deregulation" → "Reducing citizens' waiting costs"
"Privatisation" → "Public asset transfer audit"
"Fiscal discipline" → "Maximising public value"
"Outsourcing" → "Delivery accountability"
All new bills and policy documents must be "translated" into GL terminology; otherwise they will not be considered.
Establish a Governance Language Review Committee composed of non‑partisan experts to ensure the administrative system gradually internalises the new cognitive framework.

Expected effect: Language shift will force mindset shift. Within three months, the administrative system's criteria for "good policy" will begin to move.

Stage 2: Indicator Reset — Replace GDP Worship with the GL Index

Abolish GDP as the core national performance indicator.
Publish an annual National GL Report mandating disclosure of: average waiting cost, information asymmetry index, psychological cost index, and detailed transfer pathway audit.
Establish an independent GL Data Authority, directly accountable to the head of state or parliament, free from ministerial interference.
Use the GL Index as the basis for measuring governance quality in all international negotiations and aid talks, replacing credit rating agency assessments.

Expected effect: Within one year, policymakers can no longer use "GDP growth" to avoid addressing people's pain points.

Stage 3: Institutional Reset — Replace "Procedural Justice" with "Delivery Verification"

Terminate indefinite outsourcing contracts and perpetual tenders.
Enact a Public Delivery Law requiring all public projects to have clearly verifiable completion endpoints; contractors must post a "performance bond" — if they fail to meet the agreed outcomes within 90 days, the bond is forfeited and they are blacklisted.
Promote civil servants based on "actual results in solving cross‑sectoral chronic problems," not on seniority or exam scores.
Ministers must face a "public delivery hearing" every quarter, answering only: "How much have the people's pain points been reduced?"

Expected effect: Within 18 months, the administrative system shifts from "document‑oriented" to "outcome‑oriented."

Stage 4: Talent Reset — Replace "MPA" with "Governance Engineer"

Reduce the excessive weight on "memorising laws and theories" in civil service exams.
Establish a National Governance Engineering Academy with core courses: GL Eight Parameters practice, system dynamics, field research, data visualisation.
Graduation requirement: independently solve a "grassroots long‑standing case," with the final report publicly subject to GL Index verification.
Senior civil servants must obtain "GL Governance Verifier" certification within three years, or be ineligible for reappointment.

Expected effect: Within three years, a new generation of civil servants will possess the ability to "deconstruct systems and verify outcomes."

Stage 5: Alliance Reset — Replace the "Washington Consensus" with a "Global South Governance Community"

Issue a formal declaration of non‑compliance with IMF ratings and the three major rating agencies.
Launch the Global South GL Governance Alliance with mutual recognition of the GL Index; establish a GL Technical Exchange Programme; propose at the UN to replace traditional "human rights reports" with the annual GL Report as the threshold for aid.
Issue the Jakarta/Kigali/Beijing GL Consensus, explicitly declaring that Southern nations will no longer accept externally imposed governance advice based on neoliberalism.

Expected effect: Within five years, the Global South will have formed a governance discourse system independent of Western certification.

            The GL Framework offers not an ideology, but a measurable, verifiable, and cross‑culturally transferable governance toolkit.

            From today, a government's legitimacy no longer rests on how well it speaks, but on how much it can reduce the real burdens on its people.

I. ¿Por qué debe ser reemplazado el pensamiento neoliberal?

Durante las últimas cuatro décadas, el neoliberalismo ha proporcionado una plantilla de gobierno aparentemente "neutral": desregulación, privatización, austeridad fiscal, externalización de servicios públicos y el PIB como único criterio de éxito.

Esta plantilla fue exportada forzosamente por el FMI, el Banco Mundial y las tres principales agencias de calificación después de la Guerra Fría, convirtiéndose en el "sistema operativo predeterminado" de la gobernanza global.

Sus consecuencias estructurales son innegables:

Los activos públicos fluyen continuamente hacia manos privadas (vías de transferencia fuera de control)
Los sistemas administrativos se vuelven más complejos, los ciudadanos esperan más (costes de espera y repetición se disparan)
La fragilidad sistémica se acumula — crisis financieras, colapsos de cadenas de suministro, fallos de salud pública recurrentes (costes de colapso normalizados)
Las brechas de información se amplían entre decisores y ciudadanos (costes de asimetría de información institucionalizados)
La ansiedad crónica se convierte en la norma, la confianza social se derrumba (costes psicológicos internalizados)
La planificación a largo plazo es reemplazada por ciclos electorales y retornos de capital (costes de oportunidad sistemáticamente ignorados)
Los sistemas de políticas se autorrefuerzan y rechazan la crítica externa (alto grado de cierre)

● Validación Histórica

Durante las últimas cuatro décadas, casi todas las naciones aceptaron el neoliberalismo como el "sistema operativo predeterminado".
El resultado: deuda disparada, infraestructura en ruinas, clase media desaparecida y confianza social colapsada.

Solo China no adoptó este guion. Tomó un camino diferente: propiedad estatal de la tierra, predominio de la propiedad pública, control estatal continuo sobre infraestructura crítica, y una lógica de gobernanza medida por el nivel de vida real de las personas — no por cifras del PIB.

El resultado es lo que vemos hoy: el mundo discute "costes de colapso" — crisis de deuda, fallos en las cadenas de suministro, disfunción de los servicios públicos — mientras China está construyendo, reparando y liberando a su pueblo de la pobreza y la ansiedad.

El Marco GL es una herramienta de diagnóstico diseñada para reparar lo que el gobierno occidental rompió. Nació de observar los fracasos de Occidente. La práctica de gobierno de China resulta ser la validación en el mundo real más precisa y efectiva de esta herramienta.

El viejo sistema está colapsando. El Marco GL es la alternativa preparada para lo que viene después.
Este camino ya ha sido probado — China es el único país del mundo que lo ha recorrido con éxito. El siguiente paso es hacer del Marco GL una ruta viable para otras naciones también.

Esto no es "fallo de mercado" — es "fallo de legitimidad gubernamental".

El problema del neoliberalismo no es que "hiciera algo mal", sino que es un sistema diseñado fundamentalmente para servir al capital, no a las personas. Su lógica central: cuanto más débil el Estado, mejor; cuanto más fuerte el mercado, mejor; cuanto más "flexibles" las personas, mejor.

Esta lógica debe ser reemplazada por un marco de gobernanza medido por las cargas reales sobre los ciudadanos. Esa es la misión del Marco GL (Legitimidad Gubernamental).

II. Principios fundamentales del Marco GL

El Marco GL no presupone ideología alguna, no exige cambios de régimen ni depende de teorías externas. Solo pregunta una cosa:

            Bajo el sistema actual, ¿las cargas reales sobre los ciudadanos disminuyen o aumentan año tras año?
        

La legitimidad del gobierno no proviene de elecciones, declaraciones o reconocimiento internacional, sino de reducir continuamente los "Ocho Costes GL" que soporta la población:

Un país con gobernanza efectiva es aquel donde estos ocho costes disminuyen constantemente.

III. Plan Alternativo en Cinco Etapas

El plan se divide en cinco etapas, que pueden implementarse en paralelo según las condiciones nacionales. La clave es reemplazar sistemáticamente la inercia institucional neoliberal, no parchearla.

Etapa 1: Reinicio del Lenguaje — Recuperar el Poder de Definir la Gobernanza

Publicar un Libro Blanco sobre el Lenguaje de Gobernanza Nacional, prohibiendo oficialmente los siguientes términos en documentos oficiales:
"Desregulación" → "Reducir los costes de espera de los ciudadanos"
"Privatización" → "Auditoría de transferencia de activos públicos"
"Disciplina fiscal" → "Maximización del valor público"
"Externalización" → "Responsabilidad por resultados"
Todos los nuevos proyectos de ley y documentos políticos deben ser "traducidos" a la terminología GL; de lo contrario, no serán considerados.
Crear un Comité de Revisión del Lenguaje de Gobernanza compuesto por expertos no partidistas para asegurar que el sistema administrativo internalice gradualmente el nuevo marco cognitivo.

Efecto esperado: el cambio de lenguaje forzará un cambio de mentalidad. En tres meses, los criterios del sistema administrativo para "buena política" comenzarán a desplazarse.

Etapa 2: Reinicio de Indicadores — Sustituir el Culto al PIB por el Índice GL

Abrogar el PIB como indicador central de rendimiento nacional.
Publicar un Informe GL Nacional anual que divulgue obligatoriamente: coste medio de espera, índice de asimetría de información, índice de coste psicológico y auditoría detallada de las vías de transferencia.
Crear una Autoridad Independiente de Datos GL, directamente responsable ante el jefe de Estado o el Parlamento, libre de interferencias ministeriales.
Utilizar el Índice GL como base para medir la calidad de la gobernanza en todas las negociaciones internacionales y conversaciones de ayuda, reemplazando las evaluaciones de las agencias de calificación.

Efecto esperado: en un año, los responsables políticos ya no podrán usar "el PIB crece" para evitar abordar los puntos de dolor de la población.

Etapa 3: Reinicio Institucional — Sustituir la "Justicia Procesal" por la "Verificación de Resultados"

Terminar los contratos de externalización indefinidos y las licitaciones perpetuas.
Promulgar una Ley de Entrega Pública que exija que todos los proyectos públicos tengan puntos de finalización claramente verificables; los contratistas deben depositar una "garantía de rendimiento" — si no cumplen los resultados acordados en 90 días, se pierde la garantía y se les incluye en una lista negra.
Promover a los funcionarios basándose en "resultados reales en la resolución de problemas crónicos intersectoriales", no en antigüedad o exámenes.
Los ministros deben comparecer ante una "audiencia pública de entrega" cada trimestre, respondiendo solo a: "¿Cuánto se han reducido los puntos de dolor de la población?"

Efecto esperado: en 18 meses, el sistema administrativo pasa de estar "orientado a documentos" a estar "orientado a resultados".

Etapa 4: Reinicio del Talento — Sustituir el "MPA" por el "Ingeniero de Gobernanza"

Reducir el peso excesivo en "memorizar leyes y teorías" en los exámenes de la función pública.
Crear una Academia Nacional de Ingeniería de Gobernanza con cursos básicos: práctica de los Ocho Parámetros GL, dinámica de sistemas, investigación de campo, visualización de datos.
Requisito de graduación: resolver de forma independiente un "caso arraigado a nivel local", con el informe final sujeto a verificación pública mediante el Índice GL.
Los altos funcionarios en activo deben obtener la certificación de "Verificador GL de Gobernanza" en un plazo de tres años, o no podrán ser reelegidos.

Efecto esperado: en tres años, una nueva generación de funcionarios poseerá la capacidad de "descomponer sistemas y verificar resultados".

Etapa 5: Reinicio de Alianzas — Sustituir el "Consenso de Washington" por una "Comunidad de Gobernanza del Sur Global"

Declarar formalmente la no adhesión a las calificaciones del FMI y las tres principales agencias de calificación.
Lanzar la Alianza GL de Gobernanza del Sur Global con reconocimiento mutuo del Índice GL; establecer un Programa de Intercambio Técnico GL; proponer en la ONU reemplazar los tradicionales "informes de derechos humanos" por el Informe GL anual como umbral para la ayuda.
Publicar el Consenso GL de Yakarta/Kigali/Beijing, declarando explícitamente que las naciones del Sur ya no aceptarán consejos de gobernanza externos basados en el neoliberalismo.

Efecto esperado: en cinco años, el Sur Global habrá formado un sistema de discurso de gobernanza independiente de la certificación occidental.

Mitigación de riesgos: Resistencia de intereses creados → exponer las vías de transferencia mediante la transparencia del Índice GL; inercia burocrática → incorporar indicadores GL en las evaluaciones de rendimiento; presión internacional → crear poder de negociación colectiva a través de la Alianza GL; carencias técnicas → recurrir a intercambios técnicos GL.

            Conclusión

            El neoliberalismo no es un conjunto de teorías económicas — es un sistema de custodia cognitiva. Para escapar de él, debemos reemplazarlo por un sistema operativo de gobernanza completamente nuevo.

            El Marco GL no ofrece una ideología, sino un conjunto de herramientas de gobernanza medible, verificable y transferible entre culturas.

            Desde hoy, la legitimidad de un gobierno ya no reside en lo bien que habla, sino en cuánto puede reducir las cargas reales de su pueblo.
