体制是工具，不是目的。价值返还是目的。
所有治理问题的根源，都可以追溯到同一个源头：价值流向错了。

民主国家可以用，威权国家也可以用。资本主义可以用，社会主义也可以用。它们不要求改变体制——只要求改变流向。
体制不重要。价值流向才重要。
民主可以转移成本（美国、菲律宾、印度）。
威权可以返还价值（中国）。
民主也可以返还价值（北欧、哥斯达黎加、乌拉圭）。
威权也可以转移成本（阿富汗、伊拉克）。
体制不是决定因素。价值流向是。
所以，不论什么体制，只要修正价值流向——让价值从少数人流向多数人，从精英流向人民，从中心流向边缘——系统就会趋于正当。
这等于说：GL Framework 不输出体制。它只输出标准。
任何体制，只要符合“价值返还 vs 成本转移”的标准，就是正当的。

The system is a tool, not the goal. Value return is the goal.
All governance problems trace back to the same source: value flow is wrong.

These three tools do not depend on any system. Any system can use them.
Democracies can use them. Authoritarian systems can use them. Capitalist systems can use them. Socialist systems can use them. They do not require changing the system — only changing the flow.
The system does not matter. Value flow matters.
Democracy can transfer costs (United States, Philippines, India).
Authoritarianism can return value (China).
Democracy can also return value (Nordics, Costa Rica, Uruguay).
Authoritarianism can also transfer costs (Afghanistan, Iraq).
The system is not the determining factor. Value flow is.
Therefore, no matter the system — just correct the value flow. Let value flow from the few to the many, from elites to the people, from the centre to the periphery — and the system becomes legitimate.
This means: GL Framework does not export a system. It only exports a standard.
Any system that meets the standard of "value return vs cost transfer" is legitimate.
Any system that does not meet this standard is illegitimate.
